I'm considering retiring the "General Region Discussion" board since the "Region Members Only" gets considerably more use.
What I have in mind though is to use this board as a place for new members who don't yet have clearance into the "RMO" to discuss about the region.... but I'm not sure how to go through with this and to make this an accessible place for new users to go to.... any suggestions? (I'd appreciate comments from everyone, including new members... in fact your input would be very important since it involves you all.)

No, thats what I'm trying to avoid.
I want to make this a place where users who can't access the RMO can discuss about the region.... just as long as its secret-free.

yeah I dont think we should have more than one pw protected board. Because if people think we have secrets to hide they will not stay with us.

That is incorrect. Look at HIVE. They only have 2 unprotected boards. They have quite a few members. (They have like 10 boards.)
